However, before turning to Whispli’s whistleblowing platform, the organisation faced major challenges with its alert management system.
Welthungerhilfe’s Legal and Compliance Department
The Legal and Compliance Department ensures professionalism, transparency, and accountability across the organisation. By proactively managing legal risks and promoting a strong compliance culture, the department safeguards trust—a cornerstone of WHH’s mission. Guided by WHH’s Code of Conduct, it works to prevent, identify, and address issues such as fraud, corruption, safeguarding violations, ensuring integrity and accountability in all areas of Welthungerhilfe’s work.
The department also oversees the implementation of Whispli, the organisation’s main whistleblowing and case management tool since July 2023, ensuring that alerts and incidents are handled in a secure, transparent, and efficient manner.
Limitations in Alert Management
What were the main challenges Welthungerhilfe faced in managing alerts before implementing Whispli?
Before implementing Whispli, our alert management system faced several limitations:
- Anonymity with no follow-up: while anonymous reporting was possible, there was no secure way to maintain two-way communication with the reporter, making it difficult to clarify details or provide updates.
- Language barriers: reporting was only possible in our three core organisational languages— English, German, and French—which excluded many local staff, partners, and community members from fully engaging.
- Email limitations: reports sent via email were neither encrypted nor anonymous. Access was limited to a small number of internal caseworkers, and there was no secure way to involve external or guest users.
- Lack of case management functionality: we lacked a centralised system or a workflow to log, track, assign, and follow up on cases efficiently, which posed serious risks to timeliness, accountability, and data protection.
